Car insurance in Houston

Quick answer

Houston drivers must carry Texas's minimum liability coverage, 30/60/25, and their policies include personal injury protection and uninsured motorist coverage unless they reject them in writing. The local issue that matters most is water: only comprehensive coverage pays when a flood or storm damages your car, and a liability-only policy pays nothing. The Houston metro area also ranked number 4 in the country for total vehicle thefts. Premium averages are published only statewide.

Flooding and storms: why comprehensive matters in Houston

Heavy rain and tropical storms can put streets, parking lots and garages under water. For a car, that is one of the most expensive kinds of damage, because water can ruin the engine, electronics and interior at once. A badly flooded car can end up as a total loss.

The Texas Department of Insurance lists fire, hail, theft and flood among the damage that comprehensive coverage pays for. Collision does not cover it, and liability insurance never pays for your own car. So the question for a Houston driver is not whether storms happen but whether the car has comprehensive coverage when they do.

Coverage on your policyPays for flood damage to your car?
Liability only (state minimum)No
Liability plus collisionNo
ComprehensiveYes, minus your deductible

Coverage has to be on the policy before the damage happens. If you dropped comprehensive to save money on an older car, weigh that saving against what a flooded car would cost to replace. Our guide to hail, flood and hurricane damage walks through the claim.

Will a weather claim get my policy dropped?

TDI says a Texas insurer cannot refuse to renew your policy because of weather damage or because you hit an animal. Accidents that cannot reasonably be blamed on you also cannot trigger a nonrenewal unless you have more than one such claim in 12 months. That does not freeze your price, but it means a single flood claim is not, by itself, a reason to lose your coverage.

If your car floods

  1. Avoid starting the car until a mechanic or adjuster has looked at it.
  2. Photograph the water line inside and outside the car.
  3. Report the claim to your insurer quickly. See filing a claim.
  4. Keep receipts for towing and storage.

The Texas rules behind every Houston policy

Every car in Houston needs liability coverage of at least $30,000 per person and $60,000 per accident for injuries, plus $25,000 for property damage. Texas is an at-fault state that adds personal injury protection to policies: $2,500 of PIP is included unless you reject it in writing. Uninsured and underinsured motorist coverage is also included unless you reject it in writing. With an estimated 14.5% of Texas drivers uninsured, many drivers keep it; see uninsured motorist coverage.

Insurance is checked through TexasSure, the state's verification database. Our Texas car insurance guide covers penalties, SR-22 filings and the rest of the state rules.

Car theft in the Houston metro area

NICB counted 23,659 vehicle thefts in the Houston-Pasadena-The Woodlands, TX metro area in 2025. Only the Los Angeles, New York and Chicago metro areas had more. Statewide, NICB credits Texas's auto theft prevention authority, along with stronger penalties, for part of the recent drop in thefts.

Theft is another comprehensive claim. If your car is stolen, comprehensive pays its value minus the deductible; without it, the loss is yours. Check what to do if your car is stolen.

Commuting and crash risk

Houston is a driving city: 67.7% of workers drive to work alone, only 3.2% take public transportation, and the average trip to work takes 27.2 minutes. More driving means more exposure to crashes. Statewide, IIHS counted 4,160 crash deaths in Texas in 2024, or 13.3 per 100,000 people, compared with 11.5 per 100,000 people nationally.

Your Houston ZIP code and your premium

Insurers set a base rate for each territory from the claims filed there. In Houston, that history includes flood and hail claims, thefts and crashes on busy roads, so two neighborhoods can rate differently. Our guide to ZIP codes and car insurance explains territory rating. The flood and theft parts of that history flow mainly into the price of comprehensive coverage. Other Texas cities face different mixes; compare Dallas, San Antonio and Austin.

Ways Houston drivers can pay less

  • Compare prices at renewal; see shopping at renewal.
  • Pick a deductible you can afford on comprehensive and collision; see deductibles.
  • Bundle home or renters insurance with auto; see bundling.
  • Keep coverage continuous. TDI notes insurers may charge more after a coverage lapse longer than 30 days.
  • Park on higher ground or in a garage when storms are forecast, to avoid a claim in the first place.

Frequently asked questions

Does car insurance cover flood damage in Houston?

Only if your policy includes comprehensive coverage. Liability and collision do not pay for flood damage to your own car.

Can my Texas insurer drop me after a flood claim?

TDI says insurers cannot refuse to renew a policy because of weather damage. Rates can still change at renewal for other reasons.

What is the minimum car insurance in Houston?

Texas requires 30/60/25: $30,000 per person and $60,000 per accident for injuries, plus $25,000 for property damage.

Do I have to buy PIP in Houston?

PIP is included in every Texas policy unless you reject it in writing. The same applies to uninsured and underinsured motorist coverage.

Is car insurance more expensive in Houston than elsewhere in Texas?

No official source publishes city-level averages. Insurers price by territory, so flood, theft and crash history in your area matter, along with your record and car.
